Most settled concrete people actually walk on belongs to a sequence — walk, panel, step, landing, door. Lifting one piece of that sequence changes its relationship to the rest, which is why the sequence gets looked at first. Six versions of the problem.
A settled walk should be evaluated relative to the next step, the porch or landing above it, and the walking surface it adjoins. Raising the walk changes all three relationships at once.

Concrete near a door has to be considered against door clearance, the threshold, the landing, where water goes, and the surfaces it adjoins.
The slab is what moves. The building, its threshold, and its foundation are fixed points the slab has to work with — not things lifting adjusts.
An isolated low panel has a relationship on both sides. The repair target is not simply to raise it as high as possible; it is to arrive at something reasonable between the two panels it sits between.

That does not mean older or historic properties are more likely to have settled concrete. Property age does not identify why a slab moved.
What it does mean is practical: more fixed features around a slab usually means fewer degrees of freedom in the repair, so the evaluation spends more time on relationships and less on the drop itself. Nothing on this page is a statement about permits, approvals, or how any particular property is regulated — those are questions for the Village and the property owner, not for a concrete estimate.
A route is a series of transitions. Fixing the worst one is not the same as fixing the route, and knowing the difference before work starts is worth more than any single measurement.

Correcting one panel does not automatically correct every transition along the route. Where a route matters to how a property is used, it is worth walking the whole thing during the evaluation rather than quoting the one slab that prompted the call.
You can see that one panel sits lower than another, that a step relationship changed, that a low area developed, that cracking runs alongside a difference in elevation, or that the transition at the entrance is not what it was.
None of that establishes the soil type, the size of a void, whether erosion occurred, whether groundwater is involved, whether the building has moved, or whether the slab is suitable for lifting. Those are evaluation questions, and this page does not pretend to answer them from a description.
