Sidewalks are made of separate panels that can move independently, so unevenness usually appears where one surface meets another.
The surrounding surfaces matter more than people expect. Raising one panel changes its relationship with the concrete beside it and with fixed transitions like steps, porches, and curbs — which is part of what gets assessed before any lifting is recommended, and why perfect alignment cannot be promised in every condition.

An uneven sidewalk does not always mean the lower panel simply needs to be raised. In some cases one panel has settled; in others, root growth or another condition may have displaced an adjacent panel upward. These are different problems and they call for different approaches.
A panel may move downward when support beneath it changes or is lost. Contributors can include drainage, erosion, moisture changes, settling fill, seasonal soil movement, and freeze/thaw conditions.
Where the concrete remains structurally suitable, this is the situation polyurethane lifting is meant to address — filling the void and raising the panel.
A panel can also become elevated because something beneath or beside it is applying upward pressure. Nearby tree roots are one possible contributor.
Lifting the neighboring panel does not address whatever is pushing this one up. Root growth and settlement are different conditions and may require different approaches.
On tree roots: when root growth may be involved, the cause should be evaluated before choosing a concrete repair. Root management may require an appropriate tree professional. Not every raised panel is root-related, and we do not assume it is one way or the other before looking.
Sidewalk settlement can develop when support beneath a panel changes over time. Drainage, erosion, moisture, settling fill, seasonal soil movement, and freeze/thaw conditions can all contribute depending on the property.
Northern Illinois goes through repeated freezing and thawing each year, which is part of the picture but rarely the whole of it. Support conditions vary from one property to the next and even between sections of the same walk, so what applies to a specific panel is a question for the site visit rather than something to assume.

When one sidewalk panel sits higher than the next, the resulting edge creates an abrupt change in the walking surface. That transition can be a place where a foot, cane, walker, or mobility device may catch.
How much it matters depends on where the walk is and who uses it. A path to a side gate is a different situation from the main route to a front door, or a walk that carries people past the property every day. An offset also tends to become more noticeable over time if the panel keeps moving, so it is worth knowing what is causing it.

Lifting addresses elevation and support. It does not restore badly deteriorated concrete to new condition. That single distinction settles most of the question.
The panel has settled relative to what it sits against.
The concrete itself remains reasonably intact.
Elevation and support are the primary problem.
The panel remains structurally suitable for movement.
The concrete is severely cracked, badly deteriorated, or crumbling.
The geometry or condition of the panel makes lifting inappropriate.
Root growth or another obstruction is physically displacing the panel.
Another underlying condition should be addressed first.
A cracked sidewalk panel may still be a lifting candidate depending on the crack pattern, severity, slab condition, and cause of movement. It is not true that every cracked panel needs replacing, and it is not true that every cracked panel can be lifted — which is why the panel needs to be evaluated before either is recommended.

We look at which panel appears to have moved and in which direction, the condition of the concrete, any cracking, how the joints are behaving, the adjacent panels and nearby fixed surfaces, drainage around the walk, landscaping and possible root considerations, and access. What is happening beneath the panel is assessed on site rather than assumed — then we walk you through what we found and provide a written estimate.
Small injection holes provide access beneath the settled panel. High-density structural polyurethane foam is introduced through them and expands beneath the concrete, filling voids and developing lifting force. Panel movement is monitored throughout, so the lift is controlled rather than driven by volume.
Panel elevation is adjusted where appropriate, with the relationship to adjacent panels and fixed surfaces taken into account. Injection points are patched and the work area is cleaned up. Before the walk goes back into use, you get instructions specific to that job rather than a generic timeline.
Polyurethane lifting and mudjacking are both established ways to raise an existing panel. Replacement removes and repours it. The meaningful differences are in materials, access, and how much of the surrounding area is disturbed.

Accessibility standards address changes in level in walking surfaces using specific dimensional criteria. Under the 2010 ADA Standards, where Section 303 applies, vertical changes in level up to 1/4 inch may be vertical; changes greater than 1/4 inch and up to 1/2 inch must be beveled with a slope not steeper than 1:2; and larger changes are addressed through other applicable provisions.
Those criteria do not automatically apply to every residential sidewalk. Which accessibility requirements apply depends on the property, route, facility, and governing authority. Public-right-of-way sidewalks can involve a different regulatory framework from private residential walkways, and guidance developed for public rights of way is a separate body of work from the standards described above.
