On cracks specifically: cracks alone do not determine whether a driveway should be lifted or replaced. The crack pattern, slab condition, amount of settlement, and underlying support all matter.
Driveway settlement can develop when the material supporting a slab changes over time. Drainage, erosion, moisture, settling fill, seasonal soil movement, and other site conditions can contribute to loss of uniform support beneath concrete.
In practice it is rarely one single cause. A driveway that has dropped at one end usually reflects some combination of how the site was built, how water moves across it, and how the ground beneath has behaved since. Which factors apply to a specific driveway is something to determine on site rather than assume.

The exterior driveway slab and the garage floor are separate pieces of concrete that can move independently. When the driveway settles relative to the garage floor, a noticeable lip or elevation difference can develop at the seam — sometimes enough to catch a foot, scrape a bumper, or direct water toward the garage.
If the driveway concrete remains structurally suitable and the elevation difference is related to loss of support beneath the slab, lifting may be an option. How much of the difference can reasonably be corrected depends on the existing joints, any cracking, drainage, adjacent slabs, and other site conditions.
The goal is to improve slab elevation while respecting existing joints, drainage, and surrounding concrete — not to force a specific number or promise a perfectly flush seam.
Lifting addresses elevation and support problems. It does not restore badly deteriorated concrete to new condition. That single distinction settles most of the question.

A cracked driveway may still be a lifting candidate depending on the crack pattern, severity, slab condition, and cause of settlement. It is not true that every cracked driveway needs replacing, and it is not true that every cracked driveway can be lifted — which is why the slab needs to be evaluated before either is recommended.

We look at where the driveway has settled, the condition of the slab, any visible cracking, how the joints are behaving, the relationship to the garage threshold, drainage around the area, access for equipment, and the adjacent concrete. What is happening beneath the slab is assessed on site rather than assumed — then we walk you through what we found and provide a written estimate.
Small injection holes provide access beneath the slab. High-density structural polyurethane foam is introduced through them and expands beneath the concrete, filling voids and developing lifting force. Slab movement is monitored throughout, so the lift is controlled rather than driven by volume.
Elevation is adjusted where appropriate, injection points are patched, and the work area is cleaned up. Before you put vehicles back on the slab, you get instructions specific to that job rather than a generic timeline.
Raising a driveway addresses the slab's elevation and restores support where material is placed beneath it. But if drainage, runoff, erosion, or another site condition contributed to the loss of support, that condition may also need attention.
This is worth raising plainly because it affects what you should expect. Lifting is a slab repair. It is not automatically a correction of everything happening around the slab, and we would rather say so during the estimate than leave you to discover it later.
Concrete leveling and drainage work are separate trades. We can tell you what we observed around the slab, but correcting grading or drainage is not necessarily part of a leveling project.

Polyurethane lifting and mudjacking are both established ways to raise an existing driveway slab. Replacement removes and repours it. The meaningful differences are in materials, access, and how much of the site is disturbed.

Settlement rarely stops at the property line of one slab. If you are seeing more than the driveway, these may be relevant.
